I brought up a discussion about that here months ago and got "Shy girls on MidChilda are typically unabashed about wearing less clothing compared to Earth girls and customs."

But anyway I think in this case, Fate seems to be too incensed to care about the state of her clothing. On the other hand, Nanoha seems happily excited. This amuses me.
